The Archadians are an oppressive force trying to control Ivalice with their iron fist, early in the game Emperor Gramis is killed leaving the power thirsty Vayne in control of the entire Archadian force.
The Judges are part of the Archadian force and serve as Guardians and Servants to the House of Solidor - Royalty to the Archadians, although there is a board of Senators to take over in case of an emergency to do what they believe is best for the country.

Although he is a power hungry monster, he does honestly adore his younger brother, and wants to keep the people of Archadia safe, he goes to extensive measures to make sure he crushes anyone who might oppose him. | |
